Excessive and superfluous fees

I am a tenant at a 30-unit apartment complex managed by Property Management Associates in Los Angeles, California. Since I moved in (April 2020), I have been assessed excessive and superfluous charges in addition to rent by management via American Utilities Management/Real Page Utility Management. These charges are ridiculously inflated, and only continue to rise each month ($65.59; $79.70; $93.35). These charges are excessive and superfluous. I am being charged $28.53 for water (June); $21.00 for sewer (June); $17.12 for trash (June). This company's practice is theft! Plain and simple!
In addition to excessive and illegal fees, I am being held to pay for SERVICES NOT RENDERED (Refer: attached photo). Trash piled up at the residence for weeks. Loose cords and cables were left dangling and blocking safe entry/exit to the residence for a month. AUM is a scam. I have contacted HUD. I will continue to pursue any available avenue for address and relief.
Note: only one file/photo was small enough to download, but trust that the other pictures in my possession illustrate a gross threat to the health and safety of residents; as well as completely blocked entry/exit through side door (causing a threat to emergency evacuation access).
