Shameful Work Ethics
I would like to narrate about my experience last October 19th as a complaint about the NAIA 3 Immigration Officers' disappointing work ethics.
I am a 17 year old girl, turning 18 next month. As an advanced birthday gift, my parents bought me a ticket to Saigon 5 months beforehand the trip. I was supposed to go with one of my favorite cousins. The night of the flight came, which was on the 19th of October. My cousin and I checked in our bags and have already paid our travel taxes and terminal fees. It was her 30th birthday and we were very much excited. When we got to the immigration, we parted ways. My cousin was interviewed by a male officer and I was interviewed by a pregnant officer with surname Gutierez. While scanning my profile she found that I was 17 and said I couldn't go because I didn't have a clearance from dswd. I told her I didn't know about it and that I'm turning 18 next month. After all that's the reason why I'm on this vacation. She then referred us to the office and said "O. Doon kayo magmakaawa."
We were then referred to Guida, supervisor of the BI officers at the time. My cousin and I tried to explain everything, and were convincing them to consider me coming. That I didn't know I needed the dswd form and I thought it was only for minors travelling ALONE. I was with my 30-year old cousin so who would have guessed. First she told us we were ignorant of the law. Next, she then said in a mocking tone, "Hindi po talaga pwede eh. Mawawalan po ako ng trabaho. Eh ikaw, kaya mo bang pakainin ang pamilya namin?" She made eye contact with another officer and laughed.
So my cousin and I just sat there in tears. We tried to tell them we were from the province and we had no home in Manila. But they weren't listening and never cared at all. Later on we noticed, Guida walked back to her office, the rest of the officers were back in the immigration booths and some were out there at the benches sitting down doing NOTHING! GOODNESS! No one paid attention to us anymore. No one assisted me out of the immigration or AT LEAST told me what to do next. I really didn't know what to do. Could I get a refund from my taxes? Terminal fees? How do I get out? My cousin had to board already, she left alone for Saigon. I was alone at the area, not knowing what's next. Wake up officers, please do your job! I'm a minor right? Why not assist me?
The point here is that the Bureau of Immigration is a public office - an office of public trust and welfare. I always wanted to be an immigration officer in the future, but what they showed me here is what everything I shouldn't be when I get the job. SHAMEFUL. I was just very lucky I had a cousin in Quezon city that time. But what if I didn't? What if I had no relatives in Luzon? What if I had no idea how to get by alone at the airport? If you were such law abiding officers to set rigid standards of rules and not let me out for that form, well I hope you do get evicted from position because of your incompetence. If you cannot even assist people or tell them what to do regarding immigration cases, don't even bother being an immigration officer.
Yes I accept the law and what you called my case an ignorance of the law, but the least you could've done was to help me go out and reclaim my checked baggage and all that. After all, I'm a minor. I don't want to compare, but when I lived in America before, I was always cared for by authorities even if I were a Filipino citizen. But here I am in my own country, treated like trash. Please try to care more about your passengers. You are officers of an international affairs office. You are public servants. You work for the government. Have that sense of society. Go beyond what you can do for yourself and your family. And be professionals.

Terminal 3 long queue
Sir/Madam, on Nov 25, 2019 around 6am most of the line at immigration are having long queue and found that some empty immigration officer at the cubicle. I suggest there should be some officer checking it on a regular basis if the build up is happening and feedback asap to re-open it up or you should have some data analysis what time usually building up and the immigration area and schedule more office. Thanks
