Theft, FALSE CLAIMS ACT violation

Paul E. Noroian (born 03/25/1965), who practiced psychiatry in Worcester, Massachusetts since 1991, had been stealing the governmental funds by falsely claiming reimbursements for Medicaid and Medicare patients, a violation of the FALSE CLAIMS Statute, a case similar to U.S. v. Krizek.

In fact, NO ONE among Paul Noroian's coworkers, neighbors, or referrals have ever seen him "overloaded with patients." He is a poor specialist. He barely had 2-3 patients per week, but meantime he managed to purchase a 4.3 million-dollar house at 87 South Street, Westborough, MA 01581, from the stolen funds from the U.S. Government.

This Armenian criminal, Paul Noroian (under the directions of his criminal wife, Karine Martirosyan- an immigrant from the Soviet Armenia), has been submitting false claims on the HCFA 1500 form, lying the government that he has been "spending 50-60 minutes on each of his patients... " and asking 10 times more than the actual services rendered or provided by him.

Being caught in dishonesty and FALSE CLAIMS , Paul Noroian has backed-off shortly, in a REFUGE at the UMass medical center , taking the role of a Fellowships Coordinator in Psychiatry. However, even in this "new environment," Paul Noroian is unable to cease from LYING. He claims of being an "assistant professor" when he does not have any publications for being considered for a "faculty" position. He lies again, and as always.

This report is for the Special Master investigation . Paul Noroian, and the crooks like him, should leave their practices and their licenses should be REVOKED. This country is exhausted by the robbers. Crooks like Paul Noroian, earn millions just by moving their pens over the reimbursement claim reports (for Medicaid and Medicare reimbursements), forging the five-digits of codes, and asking 10 times more than they have worked.

No doubt, that the rotten house bought by the stolen funds, will not bring any happiness to Paul Noroian and his family, as there is no blessing for that kind of attitude.
