Delivered defective phone

I received a phone with the battery already in it, a little suspicious as usually phones like this you have to load. I contacted customer support as soon as I received the ZTE. It would not hold a charge overnight with no use. They ignored my emails, and internet methods were useless at getting a usable response. was told to buy a battery, then told to buy a new phone for $25.00. Why can't I get a working phone from the get go???
I I told them to close my service and they seem to be ignoring that as well. They stick you with ZTE phones that are crap, bugged by manufacture(China). I have spent hours trying to solve this problem with no end in sight.
