order not refunded

I am getting the run around from this company on a refund. The dress I ordered is at least 2 sizes too small and every "live chat" I am told, 'we emailed you' which I have rec'd none in over a hour. I would love to know what I can do to return the dress and JUST get my money back or part of it.
