Fraud company in Dubai

Trip Oyo team called us and sold a holiday package which is apparently 'Gold membership ' and promised many things.
Post which we had to follow up for the cards and none of the numbers are answered. Even by mistake if it's answered, they make promises and that's the end of it.
I would like to understand the process to get my refund
