fraud with grant money

Virginia college has losts of complaints from students about getting their grant funds refunded to them. They when I enrolled stated what my tuition was, what was left over for me to have expense money I needed to pursure my degree. But it came down to me getting my part, it was a week, two weeks, a month, two months. And then I was told, Well I don't want to lie to you, you'll only be getting 58 dollars back.
